Vermont High School Soccer Diagonal System of Control

Facts:

            1 – VPA and Athletic Directors have asked for the diagonal system of control (3 referees) to be employed for high school games.

            2 – Current number of active referees in the high school association – 148 – 75% or more are 50 years old or older.

            3 – Availability, geographic location, injuries affect at least 1/3 of active referees on any given day during the season

            4 – On average, in the north, there are between 20-26 games that need to be covered a day

            5 – Tuesdays, Wednesdays, Fridays, and Saturdays are the most active days of the week for assignments

            6 – Current costs of three referee system in the region.

            8 – Diagonal System of Control (1 referee 2 assistants) is a better system, it provides a more controlled, more consistent flow. Recognized throughout the world as the best system.

Assumptions:

1 – Schools will assume a higher price associated with paying 3 referees

           2 – VSOA members will accept a pay cut to work as ARs for the first year

            3 – Training will be conducted by VSOA to insure all active referees are trained in the DSC.

            4 – DSC in high school will attract younger referees who have been trained in DSC through USSF.

Recommendations:

            It is unrealistic to think that all high school games could be covered by the 3 referee system currently, the numbers don’t support using the diagonal system of control (DSC) for the regular season.

2014 Season:

1:  Each team would identify 3 games during the regular season in which they’d like to use the DSC – AD’s would coordinate with the assignor.

Regular Season Pay for 3 referees:  R - $85; AR - $70 each; mileage to be included.

Play – Offs:  R - $85; AR - $70; Mileage included for all.

2015 Season:

1: Regular Season:  R - $90; AR - $75 each; mileage included for all.

Play – Offs:  R - $90; AR - $75 each; mileage included for all.

2: Play-Offs only would be covered by 3 referee system:

R - $100; AR - $80 each; no mileage

Finals in all divisions would have a 4th official paid $50 for the one game.

Rational for paying center referee more than ARs – It is an accepted practice everywhere in the world and at every level of competition that the Center Referee gets paid a higher fee then the Assistant Referees. This is due to the fact that the Center referee has ultimate responsibility of the match and is required to run the entire length of the field repeatedly during the entire match.
